Note:  This is a term position for up to 18 months

The City of Regina has an exciting opportunity for someone with strong management and leadership skills and experience. We are looking for a manager to provide leadership in operational and program planning, financial management, people leadership, and stakeholder relationship management. Specifically, you will oversee all aspects of the property tax administration and utility billing portfolios. This is accomplished by leading a large staff responsible for a variety of functions including the development and distribution of assessment notices, tax bills and utility bills; tax enforcement; meter reading; collection services; accounting; and revenue projections. A key aspect of this role also includes driving technological innovation to support the branch mandate.

Core duties include: 

  • Leading the development and implementation of the branch annual operating plan, financial budget, and workforce plan;

  • Leading the decisions and recommendations for the ongoing design, development, and evaluation of the taxation, assessment and billing systems for the City;

  • Setting and reporting on branch objectives, service levels, and performance targets;

  • Providing leadership, mentoring, training, and coaching of branch supervisors and other staff to build capacity and create succession opportunities;

  • Managing other human resources activities including hiring, performance planning/management, grievance handling, and discipline;

  • Meeting with community representatives, partners, and other stakeholders to plan programs and services and to resolve service issues;

  • Ongoing creation and maintenance of branch policies, procedures, and practices which serve to meet branch goals and mitigate operational risk; and

  • Providing advice, guidance, and information to senior city leaders on taxation and utility billing issues.

In order to meet the challenges of this position, the successful candidate must have knowledge of and experience in core management practices including program/service delivery models, policy development, planning, budgeting, performance management, and human resources. Superior communication, interpersonal, and problem solving skills are required in order to work with various stakeholders, customers, and staff in delivering branch and department goals.
