Position Summary

This position safely performs a variety of duties related to water services in residential and commercial areas. This position has extensive customer contact and has considerable independent judgement exercised within the framework of established procedures. This position reports to the Coordinator, Water Metering and Cross Connection Control Program. 

Typical duties include: 

  • Work with City Hall Water Accounts doing service connection turn-ons and turn-offs for new water applications and customer arrears, including entering homes and businesses to install lockout devices on meters.
  • Work extensively with Water Collections to deal with customers, using their discretion and judgement when approached by customers who want water left on in arrears situations. Water Attendants can choose to delay carrying out a service request, but are responsible to follow up prior to taking any further action.
  • Interact with the public, other crews and city hall staff to answer a variety of questions, often of a contentious nature, regarding water service to residential or commercial buildings. Must be familiar with Privacy Legislation as it pertains to dealing with inquiries from the public.
  • Coordinate daily work schedule to maximize efficiency through scheduling by geographic location. 
  • Turn water service on and off to homes and business establishments to install or disconnect water meters.
  • Inspect, troubleshoot and assess the water meter system within residential homes and commercial properties to resolve problems that may occur in an effective manner or make recommendations.
  • Interpret and communicate specifications, drawings, diagrams, manuals, work orders and City policies and standards to make effective decisions in the field.
  • Determine appropriate contacts and coordinate appointments for site visits (i.e. landlord, property manager, etc.) and investigate information regarding individual locations.
  • Use IR Viewer and underground maps to locate curb boxes.
  • Request deployment of labour, equipment and/or materials used to repair water system components or minimize damage to other infrastructure and/or private property.
  • Investigate and inspect premises of customers to determine proper billing of accounts, preparing oral or written documentation and recommendations.
  • Must use job hazard evaluation skills in determining whether to enter residential/commercial properties when work is of a contentious nature.
  • Handling job hazards, including disposal of sharps and medical waste, dealing with dangerous dogs and threatening customers, and other potential risks in a safe and responsible manner. Report address of sharps to Fire Department.
  • Coordinate with Police, Animal Control, or Bylaw Enforcement when necessary for assistance in performing job duties.
  • Maintain a daily log and records of work performed, complete work orders and routine reports, utilizing and maintaining related computer programs and databases including Utility Billing CIS system, including appropriate documentation of information that has the potential for legal action or Bylaw infraction. Use record systems and technology to access and input infrastructure information. 
  • Perform water line checks.
  • Operate service vehicle and all associated equipment in compliance with the City of Regina Policies and Procedures and Vehicle Operations Manual.
  • Perform related work as required. 

Candidates will be screened on the following criteria:

Grade twelve (12) or General Education Development (GED) equivalency. Minimum of three (3) years experience in construction, plumbing or water systems maintenance and construction. Experience in the use of Windows-based software including Word, Excel, and E-mail is essential. Experience in determining and keeping priorities in place while working in a fast-paced working environment.

  • Knowledge of the techniques and procedures to be followed in turning on and off water service systems.
  • Sound knowledge and understanding of microcomputers, specifically Word, E-mail, GIS Map Portal and CIS Utility Billing.
  • Knowledge in reading and understanding blueprints and plans to locate connection valves with tie-ins.
  • Knowledge and experience of operation of all sizes of connections curb stops and valves.
  • Knowledge of Privacy Legislation and how it pertains to questions asked by customers.
  • Knowledge of how to operate force pump on private or City side to restore water pressure.
  • Demonstrated ability to read and interpret City of Regina underground plans.
  • Ability to de-escalate dangerous or potentially violent situations.
  • Ability to operate Schonsted metal detectors to locate underground curb boxes and valve boxes.
  • Demonstrated ability to operate tools and equipment meeting inspection, servicing, cleaning and productivity requirements efficiently and safely.
  • Demonstrated ability to perform work of a physical nature on a daily basis over sustained periods and inclement weather conditions.
  • Ability to establish and maintain effective working relations as necessitated by work assignments.
  • Demonstrated ability to listen, understand and respond to public and internal inquiries and concerns both verbally and in written form, in an acceptable, sensitive, positive and respectful manner.
  • Knowledge of Privacy Legislation and how it pertains to questions asked by customers.
  • Ability to work independently to complete work assignments without supervision.
  • Ability to maintain daily records and prepare written reports.
  • Ability to train other employees as required. 

Working/Other Conditions:

  • Must be able to work effectively in a fast-paced environment and able to manage stress associated with disconnecting customers’ water for non-payment.
  • Must possess a valid driver’s license and proven good driving record.
  • Must be physically fit to perform the duties and responsibilities of the position and able to lift and carry weights up to 25 kg on a daily basis.
  • May be required to work non-standard hours.
