As the only CEAA accredited municipality in Canada, the City of Regina is currently looking for a City Assessor to provide strategic and influential leadership and direction on all property assessment matters.
Reporting to the Director, Assessment Tax & Utility Billing, the City Assessor is responsible for the management of the Assessment Branch including operational and program planning, stakeholder relationship management, financial management and people leadership.
The mandate of the City Assessor includes management of the Commercial Assessment, Residential Assessment and Assessment Research units within the Assessment Branch as well as leadership in the Assessment Appeals process. This position is responsible for ensuring fair and equitable assessment of all lands and improvements in the city for taxation purposes and determining the taxable and exempt status of all properties.
Typical duties and responsibilities include:
The successful candidate requires knowledge of: the functions, principles and policies of municipal government; the requirements of the bylaws and policies of City Council and applicable legislation; real property assessment principles, practices and procedures; the municipal, provincial and federal laws and regulations pertaining to assessment; and have the ability to: provide others with a vision of the future; effectively get ideas accepted; coach others to achieve objectives; lead, support and create a team approach; and lead by example; build effective, strong interpersonal relations; express ideas effectively both orally and in writing in a communication style adaptable to various situations; support and encourage career management.
Candidates will be screened on the following criteria:

Typically, the knowledge skills and abilities for this position are obtained through the completion of a university degree in Commerce, Business Administration, or a related discipline and an approved Assessment or Appraisal accreditation (i.e. AACI). Eight (8) to ten (10) years in Municipal Assessment, including five (5) years in a senior supervisory or administrative level.
Added Requirements: Licensed or eligibility for licensing, in the Saskatchewan Assessment Appraisers Association and/or holding the CAE designation from the International Association of Assessing Officers and/or holding the AACI designation from the Appraisal Institute of Canada.
