Position Summary

Reporting to the Manager of Procurement, this position is responsible for the development, implementation and management of alternative procurement strategies, policies, and practices to ensure effective and efficient use of City resources. This position will research ways to improve procurement of goods and services through strategic trend analysis and integrate, implement and be accountable to collaborate with operational areas City-wide to ensure fiscal sustainability. This position will lead and support various corporate and department initiatives including business process improvement, performance measurement, project management and training plan development, and is also responsible for conducting confidential investigations into financial misconduct. The variables and outcomes considered are specific to the project, stakeholders, and issues at hand. 

Core Duties Include:

  • Analyze and recommend contract and procurement strategies across the organization and for all goods and services, which may result in changes to City resource allocations
  • Research alternative procurement strategies, analyze service levels and provide recommendations that may impact business operations and operational staffing requirements
  • Negotiate and manage high-profile, complex, technical, and costly agreement with external stakeholders to mitigate political and legal risk to the City
  • Conduct confidential investigations of financial misconduct (e.g., suspected fraudulent purchasing card activity and reports of fraudulent contrivance with vendors), as well as undertake relevant research and analysis to report on these items and monitor outcomes. These assignments may come directly from the Office of the City Manager and/or Executive Director, Financial Strategy & Sustainability. In addition, make recommendations to Director, Executive Director, Legal and/or City Manager as a result of the investigation
  • Manage high-risk, high-profile procurement initiatives and tailor procurement strategies to best meet business objectives and requirements
  • Ensure that procurement processes for the acquisition of goods and services are in compliance with applicable bylaws, trade agreements, purchasing policies and procedures
  • Provide strategic advice, recommendations and direction to operational areas regarding the planning of corporate procurement initiatives and projects that may have staffing impacts
  • Develop procurement business plans and operational strategies to provide quality and responsible “best value” goods and services that includes contract negotiations, which may result in recommending alternative staffing models
  • Work with internal and external stakeholders to establish business arrangements and partnerships to maximize supply and service opportunities
  • Apply strategic and critical thinking to anticipate and plan for future requirements of the Procurement Branch and its stakeholders
  • Develop and recommend business solutions through formal needs analysis and/or consultations, identify gaps and/or opportunities for new and/or improved goods and services procurement strategies
  • Perform business analysis through process mapping, gathering business requirements, creating procedure documentation and guidelines for procurement strategies
  • Establish consistency by developing standardized business processes for all staffing levels of business areas while addressing stakeholders’ specific procurement needs
  • Develop reporting of department/project metrics and performance measures, ensure up-to-date tracking of metrics for reporting purposes in parallel with Municipal Benchmarking Networking reports for procurement
  • Develop presentations and present levels of service and performance results to departments, senior leadership and other groups to educate and recommend optimal solutions for financial sustainability through procurement
  • Research best practices and adapt to corporate context to develop programs/templates/tools
  • Write reports, business cases and procurement acquisition method documents. 

In order to meet the challenges of this position, the successful candidate must have knowledge of and experience in public procurement strategies, procurement planning concepts, project management methodology, change management, and business analysis. Required knowledge of specific issues, trends and challenges within the industry to apply procurement strategies across City operations is needed. Superior communication, negotiation, and problem solving skills are required in order to work with various stakeholders, customers and staff.
