Project Engineer – Facilities Services

The Facilities Services department at the City of Regina is in the market for a dedicated and passionate individual who is prepared to “make a difference” in the quality of life that citizens enjoy.  If you are the successful candidate, you will achieve this by managing multi-disciplined facilities projects applying professional engineering knowledge in architectural, structural, mechanical and electrical facility systems.  There is an opportunity for the candidate to lead and support an exciting and wide range of projects that can exceed $5,000,000, including administration and operations facility improvements and new facility construction.  In addition to the delivery of projects, you will perform facility condition assessments, feasibility studies and master planning as well as asset management planning for over 200 City owned and regularly occupied facilities.

DUTIES AND RESPONSIBILITIES:

  • Carry out all aspects of project management including planning and design; development of specifications and contracts; tendering and bid analysis; contract administration; progress reviews and liaison with client groups.
  • Provides contract administration and general engineering during capital construction, renovation and maintenance projects including demolitions and remediation projects for City owned buildings and assets.
  • Prepares scope of services and Requests for Proposals for proposed projects and reviews proposals for engineering and architectural services.
  • Inspects City buildings for maintenance, repairs or renovation requirements and prepares required documentation.
  • Establishes, maintains and utilizes a capital planning database to predict facility capital maintenance and replacement requirements.
  • Prepares preliminary and detailed designs for facility construction and improvement projects, including sketches or AutoCAD drawings.
  • Manages and reviews the work of engineering and architectural consultants and contractors for capital projects.
  • Reviews drawings, specifications, plans and applications from engineering and architectural consultants and developers to make sure they meet City specifications.
  • Develops and manages projects and budgets.
  • Develops and implements programs that are consistent with contemporary asset management principles, for the construction, maintenance and repair of the architectural, structural, mechanical and electrical components of buildings and other assets.
  • Manages and maintains the electronic and hard copy drawing database for the Department.
  • Approves expenditures and other transactions within limits of authority and takes necessary action to protect civic monies and assets against loss and waste.
  • Prepares technical and business reports for presentations, public responses, internal memos and other documents.
  • Represents the Department and participates in meetings of Committee and Council, other departments, public meetings and meetings with consultants and contractors.
  • Perform related duties as required.

QUALIFICATIONS:

Knowledge, Abilities and Skills:

  • Knowledge of the principles and practices of engineering and the administrative elements of facility infrastructure systems.
  • Demonstrated skill in project management, conducting presentations, communicating and selling ideas and in leading group discussion.
  • Ability to express ideas effectively, in oral and written form, with particular emphasis being placed on the ability to prepare comprehensive reports for presentation to management and City Council and to communicate orally to large group audiences.
  • Ability to promote and adhere to the principles of teamwork including: participation, shared responsibility, open communication, trust and mutual support and the establishment of continuing effective working relations with superiors, subordinates, members of City Council, contractors, suppliers and the general public.
  • Ability to work independently and develop initiatives and programs in response to the needs of the Branch as well as corporate policies and goals.
  • Ability to carry out standard engineering computations, to prepare engineering cost estimates and to compile engineering data and statistics.
  • Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act as they apply to this position and the ability to develop and ensure adherence to safety procedures within the department.
  • Advanced skill in Word and Excel and the ability to develop expertise in the use of specialized software such as AutoCAD and capital planning.

EDUCATION AND EXPERIENCE:

  • University Engineering Degree combined with a minimum of four (4) years engineering experience in a related field. Municipal facility design and construction is preferred. Comprehensive knowledge of engineering principles, processes, theories, statistics and technologies. PMP designation or Project Management formal training would be an asset. A working knowledge of AutoCAD would be an asset.

WORKING/OTHER CONDITIONS:

  •  Registered or eligible for registration as a professional engineer in the Province of Saskatchewan.
  •  Must possess a valid Class Five (5) driver’s license and have a vehicle available for work usage. (A kilometer reimbursement is provided.)

$39.36 to $49.14/Hour; $75,044 to $93,691/Annum
